The Yidden had spent forty years in the desert and were now finally about to enter Eretz Yisrael the Promised Land. Moshe Rabbeinu their devoted leader was destined to pass away in the desert and not enter the Land. Thirty-six days before his passing (7 Adar) on the first day of Shvat Moshe Rabbeinu began speaking to Bnei Yisrael. For the next few weeks until he was niftar he reviewed many of the mitzvos the Yidden had already learned and he taught them many new mitzvos. He also reprimanded them for all the times they had rebelled against Hashem in the past forty years.
